It's been a minute since I've played Rogues in a 60-card format, and thanks to Neon Dynasty, we've got a few new tools for our little tempo tribe.

We've got a sweet new removal spell in March of Wretched Sorrow, which can help us gain a chunk of life. This is really important right now as Red Deck Wins is running rampant in Pioneer. Any life gain we can get is a blessing. On top of that, we want more disruption so luckily we've got Biting-Palm Ninja to pester the Azorius Control decks a little bit. The ninjutsu has some benefits as it could be a way to return a rogue to trigger Thieves' Guild Enforcer again. Lastly, Kaito Shizuki has been an all-star as he comes down early and is the perfect planeswalker for a tempo deck! His ability to take over games on his own is greatly appreciated as we don't have tons of ways to filter or smooth our draws. 

Conclusion

The Rogue tribe definitely has legs to stand on, but with where the meta is right now, we need more disruption and ways to survive the red decks. Pioneer right now has a ton of powerful red cards and phoenix decks so I'm loving the inclusion of Aether Gust right now. We also might need to add more Clings to deal with the problematic phoenix decks, otherwise, the tribe is fine! If you're a lover of tempo, I think the deck is a solid tier 1.5!
